Access for All (AFA), powered by Butterfli, is a state-funded program administered by SAFA.  The program was launched in 2018, and AFA is designed for individuals who meet specific criteria for a wheelchair-accessible vehicle (WAV) due to a disability that limits their mobility. The program's purpose is to expand and improve on-demand service throughout Orange County, Riverside, and San Bernardino, ensuring safe, reliable, and inclusive transportation.

  • Access for All is an on-demand assisted transportation program that provides rides to individuals who require a wheelchair-accessible vehicle (WAV) to accommodate their large mobility devices, such as wheelchairs. Butterfli’s service operates in specific Zip Codes within Orange County, Riverside, and San Bernardino.

    The program is also available for people with:
    • Hearing impairments
    • Vision impairments
    • Cognitive disabilities
    • Mobility limitations
    • And other qualifying accessibility needs

  • The cost is $2.00 for a one-way ride and $4.00 for a round-trip ride.

  • Monday through Friday 8am - 6pm

  • The call center operates with a live operator during service hours. After service hours, you can reach a recorded message for more information at:

  • You can use the service to travel within the program's boundaries. You can go within a 12-mile radius of your originating location as long as it is within the Service Zone.

  • You can use the service up to 12 times per month. 6 round trips or 12 one-way rides. 

  • Yes. You must qualify by confirming the use of a wheelchair, other mobility device, or a need for assisted transportation. 

  • Yes. You may bring one companion or a service animal with you.

  • The drivers are not required to assist with packages. Please limit your packages to what you or someone at your location can assist with.

  • Booking begins at 7:00am, with the first rides scheduled starting at 8:00am. We strongly encourage you to call or book online right when reservations open to secure availability.

  • Rides are confirmed on a first come, first served basis. If there is an open time slot and an available driver at the time of your request, your booking will be confirmed. Please note that bookings are only available on the hour.
